School Counselor
As a result of Regulation changes that were implemented beginning February 2, 2023, the Provisional and Permanent School Counselor certificates were replaced by the new Initial and Professional School Counselor certificates.
The Initial and Professional School Counselor certificates have different requirements than the previous Provisional and Permanent School Counselor certificates. Information about the different types of school counselor certificates is provided below.

As part of the new School Counselor Regulations applicants will be required to take and pass the School Counselor Content Specialty Test (CST). 泭Click here泭for information about when applicants must pass the new泭
Candidates who completed a 做厙TV Registered school counselor education program泭prior to February 2, 2024 must have made an application, paid the application fee and met all requirements for the Provisional School Counselor certificate prior to February 2, 2024.
For individuals that completed a 做厙TV Registered school counselor education program applications for the Provisional School Counselor certificate were no longer available in the TEACH system as of February 2, 2024.
For individuals that did not complete a 做厙TV Registered school counselor education program and were seeking a Provisional School Counselor certificate through the Individual Transcript Evaluation pathway, applications were no longer available as of February 2, 2023. 泭泭
To obtain the Provisional School Counselor certificate under Individual Transcript Evaluation pathway, all requirements must have been met prior to February 2, 2023. 泭If you did not meet all requirements by this date, you may wish to consider the new Initial School Counselor certificate.
The Provisional Renewal allows an individual that was issued a Provisional School Counselor certificate with the option of extending their Provisional School Counselor certificate if they have not met the requirements for the Permanent School Counselor certificate.泭 To determine if you meet the eligibility requirements to have your Provisional School Counselor certificate renewed click the following link:泭Provisional Renewal.
To obtain the Permanent School Counselor certificate applicants must either:
- Have met泭ALL泭requirements for the Permanent School Counselor certificate prior to February 2, 2023,
OR - Hold a currently valid Provisional/ Provisional Renewal School Counselor certificate泭AND泭have met all requirements for the Permanent certificate prior to the Provisional, or Provisional Renewal certificate expiring.
- Please note if you did not meet the requirements for the Permanent School Counselor certificate prior to the expiration date of your Provisional, time-extended Provisional or Provisional Renewal certificate expiring, and you have had the maximum available time extensions/ Provisional Renewals then you would no longer be eligible for the Permanent School Counselor certificate.泭 If you did not meet all requirements by this date, then you may wish to consider pursuing the new Initial or Professional School Counselor certificate.
Based on the above information:
- If you hold a valid Provisional School Counselor certificate, you must complete the requirements for the Permanent certificate prior to the expiration date of your Provisional certificate. If your Provisional certificate expires, you can extend the validity period of your certificate with a Provisional Renewal and complete the requirements for the Permanent certificate during the validity period of the Provisional Renewal.
- If you hold an expired Provisional School Counselor certificate, you must have completed the requirements for the Permanent certificate prior to February 2, 2023 or if eligible you would need to apply for a Provisional Renewal and complete the requirements for the Permanent certificate during the validity period of the Provisional Renewal.
- If you never held a Provisional School Counselor certificate, you must have completed the requirements for the Permanent certificate prior to February 2, 2023. Click here for information on acceptable courses for the Individual Evaluation pathway.
- 做厙TV School Counselor Education Programs. Institutions of higher education in 做厙TV that have registered school counselor education programs are listed in the Inventory of Registered Programs. To find the programs, choose the Search for programs leading to Teacher Certification option and then choose School Counselor.
- Unacceptable Coursework.泭Click here to see examples of courses that would not be acceptable for School Counselor certification through the Individual Evaluation pathway.
- Coursework Completed Outside of 做厙TV. If you completed coursework in an out-of-state school counselor education program that led to school counselor certification in the state in which the institution is located, the Office of Teaching Initiatives will review the coursework and determine if it is acceptable.
