Military/Military Spouse Permit

This permit is for those in the military and their spouses who are relocating to NYS and possess a valid certificate in another state. The following requirements must be met:

Military Order(s) Relocating the Servicemember to °µÍøTV
  • A copy of the military order or orders that relocate the military servicemember to °µÍøTV must be sent to tcert@nysed.gov (e.g., Permanent Change of Station (PCS) order). The order(s) must include the expiration date, if one is listed. Please note that this is not an assignment notification and not the Permanent Change of Station (PCS) Travel Orders.
  • If you are the spouse of a military servicemember who received the military order(s), you must also send a copy of the marriage certificate and a copy of the valid DD Form 1173 (not the DD Form 1173-1).
Possess a Valid, Comparable Certificate in another U.S. State or Territory (MSP)
  • The certificate must be valid, equivalent to an Initial, Provisional, Professional, or Permanent certificate,ÌýandÌýcomparable to a °µÍøTV certificate. The list of certificates accepted by °µÍøTV is available online. Copies of your certificate(s) with the expiration date, if any, must be sent to .
Attestation to Submit to the Disciplinary and Regulatory Authority of NYS
  • The military servicemember or their spouse must attest that they submit to the full disciplinary and regulatory authority of the Board of Regents and the °µÍøTV, including but not limited to standards of practice, discipline, and fulfillment of any continuing education requirements for the area in which the permit is issued. They must complete and send the attestation on the permit webpageÌý³Ù´Ç: tcert@nysed.gov.
Verification of Good Standing by the Other U.S. State/Jurisdiction
  • The military servicemember or their spouse must be in good standing with the current state(s) or jurisdiction(s) of certification or licensure to practice as an educator in the jurisdiction(s) (e.g., state education agency). The documentation verifying good standing must be sent by the out-of-state agency to: tcert@nysed.gov.
Workshop - Child Abuse Identification (Second Update)
  • Chapter 56 of the Laws of 2021 amended Social Services Law 413 to require additional training to include protocols to reduce implicit bias in decision making processes, strategies for identifying adverse childhood experiences, and guidelines to assist in recognizing signs of abuse or maltreatment while interacting virtually within the °µÍøTV Mandated Identification and Reporting of Child Abuse and Maltreatment/Neglect coursework. This law requires that mandated reporters, including those who have previously undergone the current training, complete the updated training curriculum by November 17, 2026.
  • Note: even if you have completed the previous 2025 update to this workshop, you must also complete this latest workshop for certification.
Experience in Other U.S. State/Jurisdiction Immediately Prior to Relocation - 2 Yrs
  • To satisfy this requirement, the military servicemember or their spouse must have two years of satisfactory experience in the other U.S. state or jurisdiction immediately preceding the relocation. If you have three years of experience, you may wish to consider applying for Initial certification through the Endorsement of a Certificate pathway, where available.
  • The experience must be in a position that would have required the equivalent of an Initial, Provisional, Professional, or Permanent certificate in the area of the permit sought as an educator for employment in °µÍøTV.
  • The experience must be completed while under a certificate or license issued by such other state or jurisdiction authorizing such service. Employers must verify your experience by submitting theÌýVerification of Experience Form for the Military Permit.Ìý
