Out-of-State Tuition Reimbursement Approval

Beginning August 3, 2026, paper copies of applications will no longer be accepted.

Questions may be directed to the Non-District Unit at泭 OOSAPP@nysed.gov.

The application for Out-of-State Tuition Reimbursement is now submitted electronically through the NYSED Business Portal (see directions below). The guidance titled, Placement of Students with Disabilities in Approved Out-of-State Residential Schools will be updated to reflect this change.泭泭

These business portal applications allow school districts to submit applications for approval of 做厙TV reimbursement of tuition costs for placements of students with disabilities in out-of-State approved programs.

Staff that are authorized to submit and certify surveys on behalf of the school district can find the applications on the SED Monitoring and Vendor Performance System (SEDMON) in the SED Business Portal under State Aid Reimbursement of Tuition Costs for Students in 做厙TV Approved Out-of-State Schools Application.

Process to Apply for State Aid Reimbursement of Tuition Costs for Students in 做厙TV Approved Out-of-State Schools Application

1.泭Go to the NYSED Business Portal ();

2. Click on the Log In button;

3. School District Superintendent or authorized data entry user: enter your username and password for your school district.

4. Click on SED Monitoring and Vendor Performance System under My Applications;

5. Select View Surveys for Special Education District;

6. Find the report titled "State Aid Reimbursement of Tuition Costs for Students in 做厙TV Approved Out-of-State Schools Application"

7. Click on view to begin/continue to input information required for the application.

The task of inputting information can be delegated by the Superintendent or Building-Level Leader through the State Education Department Delegated Account System (SEDDAS).泭The Superintendent or Building-Level Leader retains exclusive rights to certify and submit surveys. Information about delegating rights and assigning surveys can be found on SEDDAS' webpage泭or by following the directions found at Delegating Rights for Data Entry and Data View.

Please be advised, in accordance with the 做厙TV Court of Appeals Opinion, in the Matter of D.L. v. S.B. et al., an Interstate Compact on the Placement of Children (ICPC) request is not required for school district placements in Out-of-State residential schools.泭 An ICPC request is still applicable to foster care and preliminary adoptive homes (for additional information, see ).
